Abstract	European protection of national minorities and the rights of persons belonging totheir identity is part of human rights protection system developed at the universal level underthe United Nation respectively regionally in the Council of Europe and other Europeaninstitutions. Examined the international legal framework (adopted in the Council of Europe),as in the field and others with official regulations (universal or regional) that concernprotection of minorities, “does not authorize any activity that is contrary to fundamentalprinciples of international law, especially that of sovereignty, territorial integrity andpolitical independence of states”.
